The problem with leaving ObamaCare on the books while reducing the penalty to $0 is that it still prohibits cheap, limited plans that leave out parts you wouldn’t want and/or need. Cheap insurance is still illegal under this law.
Americans had plenty of warning before the law passed, and a couple of ominous signs afterwards. First, it wouldn’t kick in until after Otoken had run for his second term; second, the name was shortened in the public discourse. The original name of this law was “Patient Protection and Affordable Care Act” - and now it is either “Affordable Care Act” or “ObamaCare”.
I am not sure that is completely accurate. Some states like Illinois limited the duration of catastrophic plans to force people into Obamacare after the penalty went to zero.
