Right, but, I’d think there would also be penalties for lying on ANY Federal document, esp. if the whole thing is a forgery, regardless if any court is involved. And... I’ll bet this guy has a long history of such, too...
Multiple counts, force him to serve them sequentially, and fine the bleep out of him.
