And as Reagan had to do, you go directly to the people to get what needs doing out of Congress. Trump left dealings with Congress, including priorities and pressure, to the likes of Ryan and Pence (both much more in the Mitt school) his first year in office, which is when he should have had the most leverage out of his entire term.
