Kinda, kinda not. Satellites can give better resolution. But to target a specific area with a specific satellite can take as much as 3 or 4 days. The open skies planes only have to give 24 hour notice. This is not enough time to conceal some things that you could in 3 or 4 days.
Also, satellite imagery is classified and cannot be used for political arguments or shared with other nations. The lower resolution open skies imagery can, and by treaty, must be shared with the other 34 member nations of the treaty.
So if an open skies plane sees something sketchy that imagery can be freely shared and used to inform allies, etc. The satellite pics cannot be shared so easily and it would have to be something extremely serious to decide to risk showing how capable a particular satellite may be.
Also on these missions, 5 or 6 US Military officers are on board. The opposite happens when ours is in Russia.
Something like this one hung in the air long enough for me to take a picture of it over Manchester, NH, airport.
Russia also supplies (rents?) its heaviest lifters for woodlands-firefighting in Australia.
