The ONLY way socialism can work on the short term (to say nothing of the long term) is via TOTAL ethnic homogeniety.

Where do we see socialism persist? North Korea, which has virtually no minorities and is proud of it.

Yet socialist multiculturalists insist on the one thing that will most swiftly induce destruction of socialism; importing hoardes of people Outside The Tribe —e.g. Sweden.

You can have rich social programs OR uncontrolled immigration —but not both.

Too your point, I'm pretty sure that Milwaukee for all of the 20th century was mostly northern European White. I noticed that the article did nothing to use stats to back up it's claim about Milwaukee. I would like to see a deeper study of this to show the socialist policies implemented and actually metrics on outcomes. None of that was done in the article.

But capitalism works even (or far) better in such environments...see SOUTH Korea and Japan.
