They’re certainly ripe to want a savior, but not a real one. A fake one that will lead them along that alternative path of hopey changey stuff where everyone lives in peace and harmony once everyone else is in jail or dead.

You reminded me of "A Creed for the Third Millennium" by Colleen McCullough (1985). I was a story of government manipulation to create a fake savior in troubled times. Yes, as you said that alternative path of hopey changey stuff.
