Refueling for a nuclear powered vessel = more or less rebuild the reactor and install new materials in it.

You have to take the ship partially apart in order to fit things like the containment vessel, the control rod assembly... Oh, and most of the parts you’re taking out happen to be various degrees of contaminated and radioactive, so you must contain them so you don’t poison the surrounding area for thousands of years or kill everyone in line of sight.
Nuclear reactors are not like doing an engine swap in your car.
