They get something passed easily because it’s a no-brainer to be against something horrendous and illegal, even if this specialized crime surely didn’t need to be an extra on the books because it’s obvious. The plan is is to refer to that new law in the near future as a special boutique basis for their planned political actions. When they paste “gender and race” onto the crime, they further the goal of dividing the country on these bases.
