I read the child was not vaccinated. Even then unless there is an active outbreak of a communicable disease and a very good chance the child was exposed, what happened was not justified.

I doubt many doctors would want to have a two year old vaccinated with the meningitis vaccine that should be administered at about 11-12 years old.
