It requires not merely 2/3 votes, it has to be ratified by the States.
It’s dead before it’s proposed.
BUT. If certain people have their dream come true and manage to convene a constitutional congress, guess what the Dems will push through?
They are NOT trying to amend the Constitution.
They are attempting a cute end-run whereby state legislatures merely pledge to award their state’s EVs to the winner of the popular vote.
I think what the article is saying is that every deep blue state that is likely to pass this has already done so.
