You are forgetting that the Constitution prohibits states from entering into compacts with other states. That would be an unconstitutional means of bypassing the Amendment process.

You are forgetting that the Constitution prohibits states from entering into compacts with other states. Gotta prove it. Maybe we'll get a Special Counsel to investigate collusion between the states. I think Mueller is looking for work :D
