What Rogers reportedly found was Fusion GPS people - uncleared civilians - typing away happily at workstations connected to the highly classified NSA databases for purposes of opposition research. How did they get there? Did DOJ director Bruce Ohr call on behalf of his wife, a Fusion GPS employee, to tell them it was OK? The NSA conducted an internal investigation of this, including what was searched for and what that team may have taken away, so presumably they can answer those questions.
And it wasn't long after Rogers' visit to Trump that things moved to Mar A Lago and Trumps tweet about being "wiretapped".
The FBI or the DOJ allowed some “Contractors” to have access to that NSA material. That activity is what Admiral Rogers’ NSA people spotted, and which he shut down.
We have never learned who these “contractors” were. It has been rumored that they were from CrowdStrike. CrowdStrike are said to be ex-FBI, and it is the same group that examined the “hacked” DNC server.

This makes it quite obvious that these people do NOT truly serve the POTUS, but someone else. The question is, who?
This is probably the path to Harry Reid’s involvement.
Reid probably pulled strings to get these people into the NSA.
