She was whatever HW was: a globalist, priviledged GOPe-er.
Probably never, a bunch of them in DC the party is Establishment, not democrat or republican. Being in a named party is like choosing which pickup football team you are gonna play for but after the game is over you all are just buddies. They all like DC, but you have to pick a team so the game can be played.

They come from an old country club wing of the party that fundamentally believes in the same statism as the democrats. But the country-club elitist Bushes believe that the lowly democrat politicians are not worthy of enacting it. They don’t want to associate with “those people” and can’t see why they are allowed to run. In other words, the help should stay in the kitchen. Nonetheless, the help has some great ideas but they should leave it to people in the elite, like the Bushes, to enact it.
