Mark Steyn put it best: the Democrats want to impeach Trump for obstructing his own exoneration.

Consider this speculation:

It is very likely that Mueller knew there was no collusion very early on. He likely knew there was no collusion before the 2018 election. Every official, including those who signed their names to the FISA application, and that includes Comey, understood the dossier was unverified as required yet without the dossier there was virtually no case. Indeed, without the dossier those who obtained a FISA warrant admitted there would've been no FISA warrant. There would have been no grounds for the investigation. Mueller must've known this shortly after his appointment.

Mueller undoubtedly knew long before he terminated his investigation that there was no collusion, yet he continued his investigation all the while causing Trump political damage. Fearing that it would become known that he had been long convinced there was no collusion, Mueller had to come up with a reason to justify prolonging the investigation. He could not justify investigating alleged obstruction if he accepted the legal doctrine that without an underlying crime there could be no intent and without intent there could be no obstruction. So Mueller rejected the long-established doctrine, much like James Comey rejected the actual language of the statute in "exonerating" Hillary Clinton, in order to justify his prolonged investigation which was in practical effect a political vendetta for every second it was continued after the absence of "collusion" was established.

Mueller had to find a rationale for the obstruction investigation or risk being exposed, or at least accused, of being a political operative rather than a noble, disinterested seeker of justice.

The mainstream media releases a taped conversation about Trump talking about grabbing women parts. After all this Trump still wins the General Election. Obama orders an investigation into Russia meddling in our elections. Obama changes Executive Order 12333 to allow more agencies to have access to surveillance data. The Democratic Party comes up with a scandal that Trump Colluded with Russia to win the election with no evidence or proof. This wild claim is backed up by the mainstream media.

Obama hold overs start unmasking Trump’s transition team and staff members then release the classified information to the mainstream media. Why? Because the DNC and the Obama administration colluded with the intelligence community to thwart Trump’s campaign efforts to get him elected president. All this Russia collusion is an attempt to cover up the fact that the Obama administration, the intelligence community, the DNC, along with the mainstream media used our nations surveillance as a political tool to try to get Hilliary elected President. This makes Watergate look like a kindergarten play.
