Trump proposed something similar to this back during the 1st shutdown in Jan 2018 in exchange for several pro-border and immigration reforms but was shut down by Schumer.

Before any citizenship is entertained to the children of illegals, the border should be shut down first with a concrete and steel wall built. English should be the official language. Sanctuary cities and states should be outlawed. Mandatory E-verify. Remittances taxed. And no taxpayer benefits to illegals.
