Not within his charter; you are correct. However, if in the course of his defined investigation he discovers evidence of other crimes, he must pass that evidence on to other investigators. IMO, he did just that.

Some of that material may be still before grand juries, hence the lengthy description of why Barr cannot yet release everything.

My underlying point is Hellary’s criminality was all around Mueller’s “investigation”.

Even Ray Charles could see it...and he’s blind and dead.

Of course, Mueller’s #2 priority was to keep focus on Trump and away from Hellary.
