I expect there is a lot of narrative in the report suggesting obstruction of justice by the president using a very broad and novel theory of what obstruction of justice is. Basically that Trump was obstructing justice when he correctly called it a witch hunt. But that the DOJ cannot indict Trump for this because of DOJ policy that a president cannot be indicted.
The next phase will be suggestions that Barr is suppressing Weismann’s work by not releasing the narrative about obstruction of justice.
One thing we can be sure of, Mueller and Weismann did not finish the investigation without writing a report that tries to make President Trump look as bad as possible.
