No one ever wants war. What people want are the fruits of war. While threats have helped, threats alone have seldom resulted in territorial gains. Even the cession of the Sudetenland to Germany by Czechoslovakia required the active diplomatic intervention of Britain and France in Germany’s favor. And after the Soviets turned Berlin into a rock pile, the Czechs took it all back. Fruits of war, and all that.
