A question marked (sic) in not needed to engage in rhetoric.
I agree, though knowing the difference between rhetoric and rhetorical is needed to engage in rhetoric.

However, when one asks a question, which is usually signified by "who" or "where" in the sentence structure, as you did, one must of needs place a question mark at the end of said sentence in order for it to be construed as a question when writing...which you didn't do. See "asked" below.
