Complete msm BS. There have been miles of new wall put up, there’s video all over youtube showing it. Replacing vehicle barriers that can be stepped over with a 30’ wall is new wall. They had miles of Normandy style, welded Jack-barriers that would stop a car, but which didn’t even connect, so you would just walk right by them, or ride a mountain bike. That is obviously a far worse trafficking route than the place where there is nothing at all. SO when allocating resources, they calculated a 30’ wall there was better than leaving the jacks there and doing to 30’ wall somewhere it wasn’t as needed.
