The Scandinavian countries with their huge alcohol problems have quite conclusively proven the wisdom of the proper sequence.
People there who have caused problems with their alcohol use don’t even get to test to drive until the complete a multi-year sobriety period.
Their success at this and the reasoning behind it has been convincing to me.
Want to drive? Don’t have public intoxication incidents or get hauled to the hospital with alcohol poisoning.
I doubt a sixteen year old American who can buy booze is worried about something in the future. Glad it works for them.
