Offer better compensation, training, and/or relocation - even if lower level. If they can do it for India, it can be adapted to citizens.
Shipping off to India still doesn’t make sense when it relies on fraud/abuse.
You want a labor union to negotiate for you? Wage rates vary widely. Some Indians and some Americans are great negotiators. Some are lousy negotiators. I’m a little above average but not great at negotiation. There are people less competent than me making twice what I make. And there are people more competent than me making half what I make.
Don’t want a union and can’t negotiate? Get a good consulting firm or recruiter to negotiate for you.
