Is the ability to declare national emergencies extra-constitutional powers? I would agree that it is. The problem with Sen. Paul’s position is that congress already passed that law a long time ago. That horse left the barn wandered off and is now nowhere to be seen. The vote isn’t on granting Trump extra-constitutional powers, it’s on permitting Trump to use the extra-constitutional powers that have were ceded by congress and have been used repeatedly by other presidents. Sorry Sen. Paul, your time for making the argument and taking a moral stance has long gone. Way too late to try closing that barn door now.

In what sense? The POTUS already had those powers under the Constitution. He doesn’t need permission(a law) from congress to secure the borders.

Paul is a grandstanding moron.
