I just need to predict what will happen, so leaving aside the “what should happen” trying to answer the “what WILL happen.”
To me, the Democrats will not impeach if they’re not reasonably encouraged that the Senate would convict, and the Senate will not convict unless the public opinion has moved WAY off of Trump’s current level of support for him.
So if I have to communicate odds on impeachment (as I am tasked to do all the time), I have to communicate odds on voter support, and I don’t see any signs of softening, indeed, since the shutdown ended and the stock market recovered, it has rebounded.
