Honestly - there can be one single Democrat in the entire Congress, and he/she will use every procedural/parliamentary/litigation tactic to stop the Republican agenda. And the Republicans will cave or work on some "bipartisan" crapola to meet that sole Democrat halfway.
As much as I hate Pelosi and Reid, they were masters at controlling their respective chambers.
