I can say with zero hesitation: there is as much chance of China agreeing to and enforcing this as Xi calling free and fair elections before market open
He opted to delay the 25% tariffs to give China a chance to be civil w/o the extra nipple twisting...he will do it if they opt to try to hedge.

Rogin was accused of sneaking into a private meeting and recording private statements
made by Secretary of State John Kerry who posited that Israel could become an “apartheid state.”
Invitees had all previously agreed that they would not record or report on speakers’ remarks without permission.
Rogin posted an article on the Daily Beast which forced Kerry to issue a letter of apology to Jewish and Israeli leaders.
Rogin defended his actions stating that he was not in attendance at the meeting;
and that he received the information from a recording.
He later admitted that he made the recording himself.
