It was originally in one of the Iron Curtain countries and the people toppled it when the USSR dissolved (not truly, just a strategic retreat).
The citizens of that country wanted to cut it up and melt it down.
The Seassholes bought it and had it shipped to Fremont.
When people complained, the Socialist Seassholes tried to calm them by saying that it is satirical artwork because they put it in front of a Taco del Mar (thus pitting Capitalism against Socialism).
That was all BS of course. They adore the Soviet system.
Hitler was also a socialist.
