No, it’s more than building a database from future transfers. You cannot enforce such a law without everyone having to register what they already have.
Otherwise, if you want to sell a gun to a friend, nobody could prove he hasn’t had it for years if it existed somewhere before the law was passed.

EXACTLY, it is about registering ALL FIREARMS and then banning transfers when the “NICS system is overloaded/we’re in a national emergency”.

“knock knock, we’re here to check your guns!”
