Do you think they will use a failure to override a veto as final justification to begin impeachment proceedings against Trump, even though he's clearly laid out the legal statutes he's operating within?

They don't have a choice. Like all the Republican votes to appeal Obamacare, this is a show vote. The Democrats know it isn't going anywhere but they voted on it to appeal to their base and, as with Obamacare, the real battle will be played out in the courts.
