McClellan AFB is a target? I wonder why? The only things there, are a commissary and a medical facility. Nothing else is there.

I doubt the video accurately represents the Russian Federation's current plans or thinking. More likely it was put together by a faction of hardliners who don't agree with Putin's response to Western encroachment. My guess is that the video relies on outdated information which was either declassified or leaked.
A single SSBN or PLARB as the Russians call them is targeting up to 200 targets it is capable to hit in one salvo at any time. A combined triad of naval, air and land-based strategic forces is aimed at enormous number of targets. It is out of question why any military installation or population center is targeted. The whole point is an assured destruction of as many bases and population centers as possible.
