Article I, Section 10, Clause 3:

No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

In a sane world, someone would have pointed out they need an amendment for this.

I recently saw part of an interview with a state legislator (can't recall the state) during which he/she was asked if state legislators consider the constitutionality of a particular piece of legislation before they vote in favor.The legislator states emphatically and without hesitation that they don't...they just pass it and let the lawyers and the courts worry about it,

I was stunned by the brazenness of his indifference to the population's Constitutional rights.

States currently have a lot of compacts with each other over a whole range of issues. Not sure where SCOTUS would be willing to draw the line.
