All it has to do is search in the databases that have already been established: “credit” “bureaus”, facebook, google, twatter, and lo and behold there is everything that anyone could possibly want to know, including SSN, DOB, sex, skin color, salary, jobs, home address, etc.

Some time ago, I was reading about a "non profit" which was keeping intelligence data which law enforcement was prohibited to maintain, and passing along summaries on request.
