No. He broached the issue about returning ex-slaves to Africa with Frederick Douglass, and it was entirely unfeasible by then. The slaves were generations removed from Africa and were totally alien to the mother continent, and add to that, there was no way to move millions of them back to Africa.
The Liberia colony, which predated Lincoln, wasn’t exactly a rousing success. The American Blacks who returned were aliens to the natives and neither group assimilated into a single, unified country.
Black Star shipping lines was established by Marcus Garvey to trade with African countries and secondly, to give blacks a way to go back ‘home.’ The Lines collapsed under the expense of maintaining the ships and Marcus was later convicted of mail fraud, which was doubtful.
Actually, it was discussed by him and his administration and I think they thought perhaps S. America would be good, but there was a group of black delegates who reminded Lincoln that they, too, fought for freedom in this country. So the issue was settled with the Emancipation Proclamation.
