Who hires and fires librarians is a good question. Could be a civil service kind of position.

Yes. A public library is normally run by a city or county.
My take: it's more of a plant-the-flag thing than something to successfully indoctrinate kids. I mean, who takes their kids to readings at the library anyway? And the only parents/grandparents who'd take their kids to this are the ones who'd indoctrinate them on the same issue some other way if this wasn't available.
But it does allow the LGBTQWERTY lobby to be able to chest-thump and say they scored a victory.
