Why does that not make in 9-0?

Majority opinion was 8-0. Not the same thing as the 9-0 vote. Thomas agreed with the result, but did not agree with RBG’s reasoning. Gorsuch agreed with RBG but added more of his own opinion too.

The judgement is 9-0, But the majority opinion is 8-0 because Thomas, in writing a concurring opinion, is basically saying that he doesn't agree with the majority opinion in their basis, and has his own (different) basis for the ruling.
