I’m not happy with this. Is it the State Dept. going rogue or is Trump really behind this. I’m afraid this could cost him some votes.

If it would not cost him votes, they would not be saying that he is doing it. Until it is proven different, I think that President Trump controls very little of what is going on. Whether this is the perception that he wishes to present or it is reality, I can't say.
