Im not a lawyer so perhaps I still interpret the clear meaning of words instead of divining intent through tortured logic, but it seems to me that this compact violates Section 4 of the Constitution. The United States shall guarantee to every state in this union a republican form of government.. How does a state do that by representing the voters of other states?

‘Republican form of government’ applies only to state governments. It will not be part of the argument should this compact come to the courts.
