Every law enforcement agency in the country should have protocols in place that would call for massive and brute-force arrests of any mob of people hiding behind ski masks engaging in assaults upon people and/or public or private property.
Failure to do so is a clear invitation to gangs of thugs to commit crimes upon persons and property whenever they decide to do so. Failure of law enforcement to protect law-abiding citizens will eventually give rise to vigilante justice, and it won’t be pretty when it happens.
