General Kelly probably tried to block reception of that program while he was in charge. Eventually, the president would find out, and of course, he would be furious.
I think Mr. Trump has a need to frequently acknowledge and directly confront anyone he sees as an enemy or an obstacle.
That’s why he really, really wanted to talk with Mueller, and do it vis a vi, in his own terms. Thankfully, he may have been talked out of doing that thus far.
