It really doesn’t matter all that much... politically it may have been a foot in mouth they will hammer against him. But legally, tomorrow is a new day and tomorrow could be something changed that makes it an emergency.
I agree. He could day he mis-spoke in the press conference. All you need to do is demonstrate illegal drugs and bad people coming across and I think you might have enough.
