I think you’re referring to the Community Survey, not the official US Census. The Survey is sent to a sampling of the population.
Results of the Survey are provided (sold?) to marketing agencies to identify demographics that help firms make decisions on whether or not to open new business projects based on economy, ethnicity, age, infrastructure, etc.
If you receive a Community Survey, just put it in the trash.
