Wouldn’t spend too much time wondering about that, I’d just take it as a rational conclusion.
I read somewhere that with the Emergency Declaration that Trump, as President, can take action he deems necessary, including nullifying provisions of a bill that are harmful to the security of the United States.

To what end? If the GOP doesn’t want to support POTUS after 35 days of shut down on immigration/the wall they never will.
He is signing a bill that contains the language that guarantees he will lose in court. The NE does not mean much when he knows court will kill it because singed this POS.
