It used to be that SWAT teams were dedicated tactical response personnel. They operated under very aggressive, confrontational high-risk conditions. They were not normal beat cops. Now the normal cops do double duty as tactical response and they wonder why the public is distrustful and even hostile to them.

There wasnt real use for SWAT teams on any regular basis, so, the departments started using them for serving arrest warrants. Doesnt matter what for. If you have a outstanding warrant for delinquent parking tickets you are likely to have a SWAT team come to your door to arrest you.
I read it last year the majority of arrest warrants in most major cities are served by the SWAT unit.
