So: the underlying issue is funding. Athletes in U.S. amateur sports are lavishly funded through college and then fall off a financial cliff. How do other countries do it? Do the top countries in any given sport typically get large government subsidies?

The US may be the ONLY country that does not directly finance a national Olympic organization that supports athletes.
