Kind of hard to maintain your fence if you have to ask a foreign governments permission to enter their country to work on it, no?

There is probably a recorded federal flood plain easement on the property, which the new owners disregarded since there was no fencing there. If the fence goes up between their property and the river, it’s still the USA.
