Wouldn't those restrictions only apply to the rehab of existing walls that are currently being worked on?

Wouldn't new "found" money not have any restrictions attached to it?

Limbaugh is saying that the money in the bill would be used to keep existing work teams funded through the year. This would buy Trump time to let the legal challenges work through the system.
