Q for anyone: What’s to stop Congress from clawing back any money they authorize?
Just curious.
Seriously, it's an interesting question. I'd think that a Congress has spending authority over the current budget it legislates. The money that Trump's team claims to "find" is unspent money appropriated by prior Congresses from prior approved budgets.
Trying to take back past money from prior budgets passed by a previous Congress seems like an ex post facto law to me.
