High speed rail MUST be elevated. You cannot have Ma & Pa Kettle getting liquefied by a train doing 250mph on and “at grade road crossing”.
That is the issue, and will drive the costs up.

"High speed rail MUST be elevated." I agree and the best place to locate them is over an existing right of way, such as an interstate highway. California was trying to buy a new right of way. These would be subject to terrorism very easily, not to mention earthquakes.
