The 1850? Yes.
But in the 1950s the majority could and did vote. Yes there were precincts in counties scattered throughout the South were they took their life in in hands at the polling places but that was rare.
Corruption in the North by the Mafia and Union thugs were bad but to say a white man's vote didn't count would be just as hysterical.
Amd blacks in the 1950s didn't have to dodge bullets from their own gangs, their family unit were largely intact(almost equal to white families) and lived in the same neighborhoods as doctors, lawyers and businessmen.
Segregation did have it's positive side.
