Since the killer had been employed by the CIA at one time, perhaps there is a government connection somewhere. I’m sure CA will qualify for these generous grants of our tax money as long as Nanzi is Speaker of the House, where tax money gets approved for redistribution.

I would conclude that it is "hush money" to stop the families of the victims from continuing to press for more information about the incident.
It smelled at the time like a high-level Agency informant who turned on his handlers in a big way. Perhaps it was a sting operation that ran into something too nasty and fast to handle. Yes, I believe that the Government has "some liability" for this and is using payouts from DOJ as the instrument to quiet things down.
